Ensures the agency is meeting the highest level of accountability over disbursement processing and financial reports management procedures by performing an independent quality audit review of all journal entries and disbursement transactions processed within VDSS to validate the accuracy of accounting transactions, availability of cash, appropriation/allotment and ensures agency, state and federal compliance objectives are met. Reconciles complex accounting, general ledger activities, Small Purchase Charge Card (SPCC) and banking transactions in accordance with VDSS' internal guidelines, CAPP Manual, federal/state regulations and Uniform Guidance 2 CFR Part 200 requirements; ensuring transactions are allowable, appropriate, and in agreement with supporting documentation.

Maintain employee's profile database tables (vendor database) in Oracle Financials. Setup and maintain employee's profiles in Cardinal for non–payroll related expenses for VDSS and CSA; ensuring profiles are updated to include new employees, terminated and transferred employees. Work closely with Lead Accounting Analyst within General Accounting/Admin Unit with the vendor data table. This includes providing required back–up to the vendor data table process, set up of one time vendors and revenue refunds and submission of state forms to Commonwealth Vendor Group.

This position conducts internal Cardinal training and serves as liaison to assist Division of Finance staff with Cardinal inquiries, research and direction. Participate in work groups and is instrumental in assisting with system tests as requested.

Minimum Qualifications

Must provide excellent customer service skills internally and externally.

Must have comprehensive knowledge of generally accepted accounting principles (GAAP) and Governmental GAAP and Generally Accepted Governmental Auditing Standards (GAGAS) and GASB.

Demonstrated ability to interpret and apply State and Federal regulations. Knowledge of state and federal policies and procedures governing accounting, financial operations, general accounting and reporting.

Comprehensive knowledge of Oracle Financials, Cardinal and system vendor/employee data tables.

Demonstrated ability to utilize an automated accounting system; ability to analyze, compile and interpret financial transactions to include vendor table maintenance and understand how to process and analyze accounting transactions.

Must possess a working knowledge of Excel and Word applications.

Working knowledge of fund accounting and the ability to apply basic accounting theory and principles in analyzing financial data, preparing reports and resolving problems.

Ability to demonstrate positive outcomes when collaborating and cooperating with teams to achieve Agency/Divisional goals.

Demonstrated excellent organizational skills; ability to communicate professionally, orally, and in writing to diverse population.

Capable to take lead on projects, task and special assignments and ensure they are completed as required.

Demonstrated ability to prepare accounting entries, project analysis of transactions and prepare related financial reports.

Experienced in analyzing financial transactions and independently prepare complex reports, ability to train a group of people relating to changes in financial procedures and demonstrated skill in working with financial systems/applications such as Oracle Financials, Cardinal, Excel and Word.

Preferred Qualifications

Graduation from a college or university with major in accounting, business administration, or business related field; management level experience analyzing, auditing and fund accounting or an equivalent combination of training and experience that demonstrates meeting the minimum knowledge, skills, abilities and experience requirements of the position.
