NIC's Outdoor Recreation team is seeking an enthusiastic and motivated Business Analyst who thrives in a fast–paced environment to join our Implementation Team. The Business Analyst III of NIC's Outdoor Recreation Implementation team will serve as a key engineering resource for the adaptation of NIC's OneOutdoor SaaS platform to our partner State's Commissions (Game, Fish and Watercraft) and must have demonstrated experience in the implementation of large scale projects, extensive definition and testing of system interfaces, major migration of large volumes of application data from a retiring system to a new source of record, and ideally experience in the hunting and fishing realm. This person must help ensure the successful implementation of a SaaS based licensing system for our partners Outdoor Recreation program.


NIC is looking for an individual contributor that is responsible for the implementation of new leading–edge web / mobile / e–Commerce SaaS business applications in the outdoor recreation space. You will participate in project teams within our OneOutdoor business unit and Corporate IT department and utilize various technology platforms in the Cloud. You will be part of an implementation team collaborating directly with our state business partners, and other technical staff to identify user requirements, assess available techniques, recommend and deliver application solutions.

You will help fully customize and configure our SaaS solution to fully match our partner's needs. This position will likely require travel weekly during the most intensive integration activities, with all costs and housing provided and the opportunity to work remotely from home. While on site, you will be looked at as the expert on the ground, helping to ensure the successful delivery and implementation of our OneOutdoor platform.

Job duties in a few tidy bullet points:

  • Assist Program Manager communicate with new NIC partner managing contractual scope of replacing their legacy systems with NIC OneOutdoor.
  • Plan, analyze, define, design, test and migrate new NIC partner from their legacy systems (internal and vendor) to NIC OneOutdoor platform (highly configurable internet and e–commerce application). The focus for the Implementation team will be on points of sub–system integration, UI configuration, and Product configuration (i.e. pricing, business rules)
  • Work with a friendly yet savvy "onsite" implementation team to determine project functional and technical specifications, lay out timelines, and complete the job on time!
  • Assure regulatory requirements are applied as appropriate (WCAG, 508, HIPPA, SOX, PCI, Corporate, State, etc.)
  • Maintain confidentiality and secure practices throughout entire work cycle.
  • Mentor and share openly with our partners

You will definitely need all this:

  • Bachelor's degree, or equivalent, preferred in area of specialty
  • Requires 4–6 years of experience in Business Analysis or in a related area
  • Experience in Quality Assurance and Testing
  • Some Project Management Experience
  • Strong meeting facilitation
  • Expertise writing clear and accurate software requirements
  • Demonstrate an ability to perform root cause analysis
  • Ability to quickly troubleshoot problems that may arise in work products
  • Assist with the creation of business cases and effort estimates.
  • Intellectual curiosity and the ability to question thought partners within project team and functional areas
  • Ability to partner with software engineers and quality analysts to identify course of resolutions
  • Experience with Agile/SCRUM methodologies
  • Able to manage concurrent high priority projects
  • Good communication skills and software demonstration skills, as well as strong problem–solving abilities and an aptitude for learning new technologies
