Senior Subcontractor Procurement Analyst

Acts as an IT procurement SME for the Government and Public Services Practice (GPS)Procurement SME to drive business strategy and results. Advises client delivery teams on appropriate procurement relates strategy. Manages and executes various activities related to procurement of software, hardware and other commodities as needed for the Government & Public Services (GPS) practice. Reviews software and reseller terms and conditions to identify and mitigate negotiation risks between Suppliers and Deloitte. Performs file documentation activities and determines the most appropriate method of procurement. Monitors file compliance with all applicable laws, standards and regulations. Experience with enterprise agreements and purchasing cloud technology.

• Oversee critical and complex competitive bidding process, conduct routine analyses, including price/cost analysis
  
• Use proven sourcing strategies to support business clients' requirements for software, hardware and other commodities as needed.
  
• Provide proposal support to GPS Deloitte Proposal Teams as needed for software, hardware and other commodities to include advising in the development of the bill of materials.
  
• Interact professionally, using highly developed interpersonal, oral and written communication skills, with an emphasis on Customer oriented services
  
• Develops processes to improve supplier performance and assists in development and implementation of strategic solutions.
  
• Responsible for providing guidance to buyers within the GPS Purchasing Group.
  
• Strategically manages supplier relationships
  
• Identifies and resolves contractual issues while collaborating with internal and external stakeholders.
  
• Monitors supply markets in key categories. Understands supplier diversity program and monitors latest trends in industry associations and diverse supplier community. Receives field inquiries from suppliers and connects them with appropriate internal stakeholders.
  
• Performs other job-related duties as assigned.
  

Qualifications

• Previous experience managing procurement actions subject to DCMA and DCAA regulations and CPSR compliance
  
• Experience with the Coupa Procure to Pay platform
  
• NCMA Member, Institute of Supply Chain Management certification
  

Required

• Demonstrated experience in negotiating, managing, and leveraging value added reseller agreements
  
• Demonstrated proficiency with MS Outlook, Excel, and PowerPoint
  
• Strong consultative and communication skills
  
• Ability to operate in a fast-paced environment
  
• Demonstrated ability work effectively work collaboratively with teams
  
• Bachelor's Degree; minimum of 5-7 years of government contract buying of software and hardware.
  

Preferred

• Demonstrated experience purchasing software or SaaS solutions, and other IT related products
