Summary

The Accountant position will be located in the Fiscal Service at the Central Virginia VA Health Care System, Richmond, Virginia. The Accountant will be responsible for accounting services of the medical center.

MULTI–GRADE CAREER LADDER: This position involves a multi–grade career ladder . The major duties listed below represent the full performance level of GS–11. At the GS–09 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS–11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.

Duties include but are not limited to the following:
  • Reviews transactions recorded throughout the system to assure accuracy and uniformity of appropriation charges and accounting concepts applied.
  • Interprets and executes accounting manual changes of VA (Veterans Affairs) Handbooks, Directives, and other written policies affecting accounting operations.
  • Uses sound judgment in establishing local procedures to insure accounting principles are adhered to.
  • Provides accounting expertise and fiscal services to subordinates as well as department management.
  • Provides training to accounting technicians, control point officials, supervisors and fund control clerks.
  • Participates in decision making sessions and advises managers on regulatory requirements, financial policies, interpretation of data, and program improvements through analysis or program operations, monthly reports, and special system edits.
  • Maintains, reconciles and audits accounts in a general ledger covering assets, liabilities, income, expense, cost accounting and budgeting.
  • Monitors unfavorable trends of deviations and suggests necessary corrective action.
  • Establishes and maintains liaison between operating and management officials.
  • Performs monthly and year–end accruals for the general ledger accounts that are required for proper financial statements.
  • Maintains overall controls for expenditure accounting.
  • Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

    To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/21/2019.

    Basic Education Requirement: Applicants must possess a degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (TRANSCRIPT REQUIRED) OR, Applicants must possess a combination of education and experience, which includes: At least four (4) years of experience in accounting, or an equivalent combination of accounting experience, college–level education, and training that provided professional accounting knowledge. Your background must also include one of the following: a) Twenty–four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; (TRANSCRIPTS REQUIRED) or, b) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; (COPY OF CERTIFICATE REQUIRED) or, c) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24–semester–hour requirement above, provided that (a) you have successfully worked at the full–performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4–year course of study described above; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

    Time–In–Grade Requirement : Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time–in–grade requirements by the closing date of this announcement.
    For a GS–09 position you must have served 52 weeks at the GS–07.
    For a GS–11 position you must have served 52 weeks at the GS–09.
    The grade may have been in any occupation, but must have been held in the Federal service. An SF–50 that shows your time–in–grade eligibility must be submitted with your application materials. If the most recent SF–50 has an effective date within the past year, it may not clearly demonstrate you possess one–year time–in–grade, as required by the announcement. In this instance, you must provide an additional SF–50 that clearly demonstrates one–year time–in–grade.

    Additional Qualification Requirements – In addition to meeting the basic requirements, you must also possess specialized experience and/or directly related education as described below to qualify for this position.
  • GS–9 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS–07 in the normal line of progression for the occupation in the organization. Qualifying specialized experience includes, but is not limited to: Possessing professional working experience as an accountant; utilizing knowledge of budgetary and accounting theories, practices, methods, and techniques to complete accounting assignments pertaining to general ledger accounting, interoffice accounting, revolving fund accounting, budgetary accounting, cost accounting, deposit fund accounting, and trust fund accounting; utilizing knowledge of various automated and manual accounting systems and how they interface with other automated systems to operate and maintain a medical center's accounting program within established guidelines; utilizing knowledge of the Integrated Funds Distribution, Control Point Activity, Accounting and Procurement System (IFCAP) and its interrelationship with a Financial Management System to analyze and solve system problems; and communicating effectively with others (management and subordinates) regarding accounting program operations. OR,
  • GS–9 Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have/possess 2 full years of progressively higher level directly related graduate education leading to a master's degree or master's or equivalent graduate degree, that provided the knowledge, skills, and abilities necessary to do the work of this position. This education must have been obtained in an accredited college or university. OR,
  • GS–9 Combination: Applicants may also combine education and experience to qualify for the position at this grade level. You must have an combination of specialized experience and related graduate level education beyond the Baccalaureate level.
  • GS–11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS–09 in the normal line of progression for the occupation in the organization.
