SPECIFIC JOB DESCRIPTION
ANSER is seeking a Financial Analyst to assist the DoD CIO. Responsibilities include: Analyze financial data related to operations, business performance, opportunities, and investments. Familarity with analyzing budgets and other financial data Support the Planning, Programming, Budgeting, and Execution (PPBE) process within DoD CIO by reviewing budget Program Objectives Memorandum (POM) submissions and correlating the submissions to strategy and or funding requirements. Conduct analysis of the DoD IT and Cyberspace Activities budget artifacts (SNAP–IT budget; investment descriptions, categorization of service and agency efforts to investment descriptions, Congressional Budget Justifications, budget baselines, etc.) Support process improvements by documeting areas needing more clarifty Assist in writing, editing, and justifying policy document language for cybersecurity capabilities
EDUCATION AND EXPERIENCE
Advanced degree in a discipline relevant to the position; or bachelors degree plus at least 5 years relevant professional experience.
SKILLS AND EXPERIENCE Must have an active Top Secret Clearance / SCI Cognizant of current DoD budgetary principles and their associated operational impact Familiarity with Program Objective Memorandum (POM) submission process with DoD organizations and or Military services. Demonstrated experience working with military components or other DoD agencies IT or cyberspace activities budget Experience working with budget databases to include DRDW, SNAP–IT, and or PRCP. Experience within DoD Appropriations and budget documents. Excellent written communication skills Expert level user of Microsoft Office Professional Software Suite
