Background
UNDP as an integral part of its mission to fight poverty and improve the lives of people around the world, is committed to being open, transparent and accountable. As part of this commitment, UNDP adopted International Public-Sector Accounting Standards (IPSAS), and established a Global Shared Service Centre (GSSC) to provide IPSAS transactional recording (in the areas of revenue, expenses and fixed assets), procurement, advisory and support services to UNDP Offices worldwide, and to provide training to UNDP Offices where needed.
The Global Shared Services Unit (GSSU) within the Bureau for Management Services (BMS) supports all UNDP offices and units with the provision of transactional services. This includes a core set of transactions in Finance and HR that are already being handled by the Global Shared Service Unit (GSSU) in Kuala Lumpur. The GSSU is led by the Director of Office of Operations, Legal & Technology Services (OOLTS), who reports to the Director of Bureau for Management Services (BMS).
The Finance Manager, Global Shared Service Centre in Kuala Lumpur, Malaysia is the functional lead for Finance in the transaction centre and reports directly to the Director, GSSU. The transactions unit will provide regular data as agreed to OFRM to support the provision of advisory services and policy development.
Under the supervision of the Director of the GSSU, the Finance Manager of the GSSC will on a day-to-day manage the Business Services in the Base Structure; monitor client relationships and services provided to clients; and provide support to the Director in the oversight and guidance of the financial, accounting and procurement functions (Revenue and Treasury accounting, Procure to Pay, Record to Report), especially to those teams with high portfolio workloads and/or complexities.
Duties and Responsibilities
1) The Finance Manager of the GSSC shall oversee, provide guidance and strategic direction to the Base Structure Team in the provision of transactional, advisory and support services to clients, including Revenue and Treasury Accounting, Procure to Pay, Record to Report, and other the related processes and services:
Revenue and Treasury Accounting
- Review contributions agreements signed by client offices and determine the appropriate IPSAS revenue recognition method.
- Flag non-standard agreements to relevant Bureau in HQ for further review, if required.
- Approve agreements, Billing Plans, Revenue Pans and Milestones in the Contracts Module
- Review, advise and approve amendments to existing data recorded in the Contracts Module.
- Review, advise and approve amendments to existing data recorded in the Contracts Module.
- Review outstanding contributions and recommend appropriate amendment and liaise/support offices in managing outstanding contributions.
Asset Management Services
- Guide and advice the regular reconciliation of the asset register to general ledger balances.
- Guide and advice the twice-yearly management verification of asset for existence, continuing use, remaining life, impairment and obsolescence.
- Implementation of regular reviews of useful lives.
- Review and approve accounting transactions for leases, leasehold improvements, impairments and intangibles; including changes to fixed assets data at the request of client offices.
- Oversee the timely reporting to Client COs and HQs as appropriate.
Expenses Management Services
- Oversee the review of the expense recording of client offices.
- Supervise the performance of monthly, quarterly and year-end closing process for expenses.
- Ensure the correct application of International Commercial terms (icoterms) in receipting and accrual adjustments for period closing.
- Review of commitments and closure of purchase orders.
- Ensure the proper revaluation and closure of receipts.
- Management of common services provision including ‘continuous monitoring.
2) The Finance Manager of the GSSC shall support the Director in the formulation and implementation of the strategic direction, business planning and development of the GSSC to ensure optimum service provision, incorporating the following responsibilities:
- Strategic planning: Setting of priorities and planning of work in line with overall corporate goals;
- Performance monitoring and management: To instil a performance management culture throughout the GSSC, including constantly evaluating services to clients with a view to improving delivery through innovation and deployment of best practices;
- Business improvement: To identify, plan and implement initiatives to take forward the development and improvement of the GSSC, including design and enforcement of workflows and Standard Operating Procedures for all areas of responsibility;
- Environmental scanning: to assist in the monitoring and analysis of the operating environment to ensure adequate agility, risk management and quick readjustment of the operations as needed;
- Advocacy of services: To promote, advocate and expand the services of the GSSC;
- Business continuity and risk management: To implement business continuity and risk management systems, including accountability for the establishment and maintenance of professional accounting standards;
- Create a climate for the effective development and engagement of staff.
3) Participate in other strategic initiatives, build relationship with internal and external clients/partners, provision of services in:
- Client relationship management. Ensure high levels of customer focus and satisfaction, manage the interface with key stakeholders.
- Regular and timely reports on progress as well as lessons learned are shared,
- Advice and guide in developing solutions for ongoing issues arising.
- Monitor KPIs and ensure that appropriate qualitative and quantitative measurements are in place and the tracks quality of service delivery and productivity of employees and robust to facilitate a culture of continues improvements
4) Cost Recovery
- Ensure clarity in costing approach and methodology to be used for the provision of all services.
- Ensure costing for all the service lines are computed accurately using the full costing methodology and billed to the respective clients on timely manner.
- Review all MOU/SLA singed by GSSU with clients and ensure that all cost is accurately reflected.
- Provide training to the staffs on Full Costing Methodology
- Serve as a focal person

Required Skills and Experience
Education
- Advanced (Masters) University Degree in Finance or Accounting and/or a professional accounting qualification from an internationally accredited institute of accountancy.
- Those with professional qualifications from an internationally accredited institute of accountancy will have a distinct advantage;
- UNDP Advanced Accountancy & Finance Test Certification is required.
Work Experience
- 10 years of relevant experience in providing financial management advisory services and/or managing staff and operational systems;
- 5 or more years of senior management responsibilities with similar experience and complexity;
- Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages. Experience in handling of web-based management systems and ERP financials, preferably PeopleSoft, and Client Relationship Management (CRM) applications;
- Experience of IPSAS and/or IFRS is required for external candidates;
- Previous experience with UNDP preferred and good knowledge of UNDP rules and procedures is desirable.
Language requirements
- Fluency in English required.
