Business Analyst 1
I. Position Summary:The Business Analyst (BA) at CIGA interacts directly with stakeholders (including vendors and liquidators), business users, and IT team members, acting as the conduit between stakeholders and users. The BA is involved in the software development lifecycle within CIGA in connection with software implementations, software releases (including managing releases as designated) and escalated user support issues. The BA works closely with Software Developers to determine business functional requirements, screen layouts, master data, and performance requirements. The BA also creates and executes tests for newly developed software use cases and/or design changes to ensure that the newly developed or modified changes were implemented correctly and meet required specifications and performance requirements. The BA is responsible for a number of critical reporting requirements for CIGA to comply with all legal, liquidator, medical and governmental filing requirements.II. Position Responsibilities and Result Accountabilities:1. Serve as liaison between business users and stakeholders (including vendors and liquidators) and IT technical team and vendor technical team in connection with software implementations and software releases.a. Understands business unit's objectives and processes, in order to make educated recommendations.b. Interviews business users and writes detailed descriptions of users' needs, program functions, change specifications, reporting requirements and steps to develop/modify/enhance computer applications.c. Responsible for the delivery of business requirement documentation.d. Designs and writes test scripts and executes test criteria, assists users in testing, and provides documentation related to findings and the developed code base.e. Delivers technical assets and services that are required to pass through various lifecycle phases such as planning, design, development, testing and deployment and is responsible to ensure that deliverables meet theneeds and expectations of CIGA's internal and external stakeholders (Users).f. Supports implementation, documentation and training activities (including User Acceptance Testing) for support software and major system/software updates to CIGA User dependent systems as required.g. Works closely with CIGA Developers to assure that business requirements are clearly understood throughout the development cycle.2. When designated, serves as release manager for software releases.a. Supports users when requested to build business cases, risk assessments and project scopes, and development of plans for changes to CIGA's business systems.b. Works in coordination with the IT staff to schedule required resources to roll out new major and minor releases.c. Serves as day to day manager of the release processing and drives day–to–day prioritization of work. Understands the Agile methodology and the tools and processes to support it in software development. As part of the Agile methodology the BA works with developers to obtain project estimates.d. Meets with users on a periodic basis to provide status updates of production issues and enhancement projects.3. Performs advanced user support on escalated issues from the Help Desk or from other business units or vendors (e.g. bill review companies, EDI vendor) by evaluating cases and solutions to provide day–to–day production support and monitoring.4. Performs data analysis and reconciliation with an emphasis on data cleansing.a. Interprets data using a variety of techniques, ranging from simple data aggregation via statistical analysis to complex data mining.b. Understands value of data and ability to prioritize among competing data cleansing tasks.c. Assembles data, including cleansing of data for complex reporting projects (e.g. Medicare Third Party Reporting).d. Programmatically posts transactions on claims when requested by Management to minimize errors.5. Documentationa. Documents specialty functions like Check Processing and Medicare Third Party Reporting.b. Provides training to peers so that they can serve as backup during any leave of absence.III. Position Knowledge and Personal Skills:1. General understanding of capabilities of packaged claims systems and imaging applications.2. Ability to create business requirements and change controls. Knowledge of Agile Methodology for software development.3. Ability to define testing objectives, test plan and verify requirements are testable.4. Experience with data analysis tools.5. Knowledge of data warehousing processes and practices desired.6. Excellent interpersonal communication skills, both orally and in writing.IV. Management/Supervisory Responsibilities:This position has no supervisory responsibility.V. Position Education and Experience Requirements:1. Education: Bachelor's degree is required. Bachelor's degree in computer science or in a discipline requiring highly developed critical thinking and writing skills is desireable.2. Experience: Two years' experience in business analysis or software development is preferred.3. Special Knowledge: Strong background in a workers compensation and/or property liability claims operations is recommended. Must possess highly developed analytical skills. SQL programing skills are a big plus. Must have sound working knowledge of the Microsoft Suite applications.4. Other Experience: Familiarity with project management methodologies and processes is preferable.VI. Physical Requirements:Working conditions are normal for an office environment. Work may require occasional weekend and/or evening work beyond normal CIGA business hours, as requested by a supervisor. Position duties essentially depend on sedentary work, consisting of occasional walking, standing, lifting and/or carrying 25 pounds maximum.
