In 2018, we made over 9 million door knocks and held 1.3 million face–to–face conversations with voters in 7 states. Our turnout operation and innovative program helped restore voting rights to 1.4 million Floridians, expand Medicaid coverage to 400,000 in Virginia, and resulted in sizable electoral progress at the state and federal level, including the pickup of 3 Governor mansions, 1 Senate seat, 13 Congressional seats, and 22 state legislative seats.
FOF will continue to grow and win through 2020, building power across issue fights and elections. Headquartered in Washington, DC, our current state programs include Florida, Michigan, Nevada, Ohio, Pennsylvania, Virginia, and Wisconsin.
JOB SUMMARY
We are seeking a passionately progressive individual to serve as the Payroll Manager in our DC headquarters. You will be a key member of our headquarters team performing a variety of activities associated with the administration, processing, reporting and delivery of payroll services. Your primary responsibility will be the timely and accurate processing of bi–weekly multi–state, in–house payroll for a large staff that grows rapidly. Our ideal candidate is deadline–driven with extreme attention to detail and works well both independently and on a team, a clear communicator, a team player, a master multi–tasker, and eager to join a high–energy, hard–working team dedicated to fighting for progressive values and candidates. The Payroll Manager is a full–time position that reports to the Budget Director.
Responsibilities include, but are not limited to:Perform payroll functions including processing payroll, tax reporting requirements, benefits administration, ACA administration, 401(k) processing, and supplemental benefits processing for the companyImplement and manage payroll processes and procedures to accurately pay employees in a multi–location, multi–state environment Respond timely to employee and provider requests, answering all payroll related inquiries Establish and maintain employee/payroll records: New Hire entry, changes in pay and tax status, direct deposit, etc. Ensures documentation retained per legal requirements and company policy to ensure accuracy and completeness of payroll processing Processing of garnishments and wage levies, leave events voluntary and involuntary terminations, and performing benefits and tax procedures Review and audit of timekeeping records Work cohesively with HR to ensure FMLA is accurately tracked in the payroll system and all other leave requests (timing off, disability, workers compensation)Updates payroll records by reviewing and approving changes in exemptions, insurance coverage, job titles, transfers, etc.Inspection of pay registers and standard reports to verify/correct any out–of–balance conditions and ensures that all wage deductions, deposits, adjustments, and garnishments are applied appropriatelyPrepares/reconciles reports (gross payroll, hours worked, vacation accrual, tax deductions, benefit deductions, etc.) for management.Performs various journal entries, account reconciliations, and provides general ledger supportEnsures compliance with all applicable State and Federal wage and hour lawsProvide leadership and guidance for resolution support associated with payroll administration issues and proceduresPartners with senior management for annual renewal process, including compiling census data, and assistance with the open enrollment processManages COBRA administrationManages and prioritizes projects to ensure deadlines are metPerforms related duties as assigned
Qualifications:Exceptional attention to detailExcellent verbal and written communications skills, as you will be working with team members across the country as well as in headquartersAt least 2–3 years experience administering multi–state payroll and benefits Bachelor's degree in related field or comparable work experienceExperience with political campaigns, PACs, 501(c)4's, and/or 501(c)3's preferredPaycom–based Payroll/Reporting systems proficiency preferred Certified Payroll Professional (CPP) preferredFlexibility and a willingness to take on new tasks and work long hours as neededExperience working on projects in a fast–paced environment
SUPERVISORY RESPONSIBILITIESThis position will likely include supervisory responsibilities.
EXPECTED HOURS OF WORKNormal hours of business are from 9:00 AM to 5:00 PM Monday thru Friday, however employees may be required to work outside of normal business hours including weekends and nights.Employees may be required to abide by certain blackout dates during a campaign cycle, and generally not allowed to take more than 2–3 days off consecutively during blackout periods.
