Key Responsibilities and Accountabilities:

  • Provide assurance to the Board Audit Committees and Senior Management through a robust Audit Plan. This is in regard to the adequacy of the following:
    • Governance
    • Risk Management
    • Control environment
    • Compliance with the Bank's internal policies and procedures and, BNM and overseas regulators' guidelines, laws and regulations.
  • Provide value add and advisory services to the audit clients.
  • Assist the Head of Regulatory Audit to manage the Department effectively and efficiently in conformity to the Bank's Vision, Mission, Strategy and Value Statements as set out by Management and/or Board.
  • Keep abreast of changes in external environment such as changes in local and overseas' Government policies and regulations and, industry trends that may impact the overseas operations.
  • Prepare the Audit Plan and ensure completion of audit assignments per the approved Audit Plan.
  • Provide business value add recommendations by auditing business activities for risk reward optimisation, cost management and challenging existing procedures/process for better efficiency.
  • Ensure engagement with the audit teams and audit clients at all levels to ensure root causes of audit issues are effectively resolved.
  • Provide oversight and support to the internal audit team based in overseas' subsidiaries.
  • Coordinate, plan, supervise and team lead the audits.
  • Assess compliance with the Bank's guidelines and SOPs, BNM and overseas regulators' guidelines, laws and regulations and to evaluate the effectiveness of internal controls and efficiency use of the Bank's resources.
  • Review audit findings and present to the audit clients during exit discussion meeting, obtain appropriate response and to follow-up on any remedial actions to be implemented till resolution of the issues addressed.
  • Prepare and submit draft audit report to Head, Regulatory Audit within the stipulated timeframe.
  • Conduct periodic risk assessment on the audit entities for Head, Regulatory Audit's review.
  • Prepare the audit budget and manage it in the most efficient manner.
  • Provide coaching and on job training to the team members and, guest auditor(s) participating in the audits, if any.
  • Attend and/or present audit reports to the Audit Committees in Head Office and overseas as and when needed.
  • Assist and support the Head, Regulatory Audit in the discharge of the Department's audit operations.

Jobholder Requirements:

1) Education/Qualification
  • Degree and/or professional qualification(s) (e.g., ACCA, ACA, MICPA, CIA, CISA, ACAMS and other equivalent professional qualifications).
2) Experience
  • Minimum 8 years experience in banking/financial institutions of which 5 years in managerial positions. Experience in internal audit of overseas operations is an advantage.
  • Possess deep knowledge in areas related to AML, risk management, compliance, BNM and overseas regulatory requirements, laws and legislations, application of technologies and alignment of policies, guidelines and processes.

3) Special Skills
  • Strategize, plan, recommend and validate execution/implementation in alignment to the overall policies and practices of the Bank, influencing at a senior level.

4) Certification/Licensing Requirements
  • Preferably membership or pursue certification in IIA, MIA, or equivalent accounting or audit institutions/associations.
