To be a Lead Finance Analyst with a Commercial focus within our team, you will have a strong financial and commercial background with a passion for a hands-on role, working with raw data and working with Senior Leaders to give recommendations.

The particular team that you will sit within is called Securing Our Technical Future (SOTF) who set out to deliver an agenda of improving the current underlying infrastructure upon which all HMRC operations rely, rendering it much more resilient, available and flexible to meet HMRC’s ever-changing business requirements. The IT infrastructure supports HMRC’s collection of revenue, £605.8 billion (2017/18)!

This is a unique opportunity to provide hands-on financial input into two key initiatives for HMRC’s IT Transformation and Sourcing Strategies. Supporting the IT transformation will give you the kudos of being a key team member on one of the UK governments’ largest IT projects. You will be able to share your own expertise and develop your own understanding of IT modernisation projects by working with leading IT professionals from HMRC and HMRC’s commercial partners: Fujitsu, Cap Gemini, Accenture, Amazon Web Services & Microsoft Azure.

The core responsibilities of the role will be:

• You will build robust as-is cost summaries with detailed drill-down for key vendors identified in the IT sourcing strategy. The as-is cost analysis will be designed to inform how to execute the levers and strategies identified for each work package.
• Maintain and develop the interactive excel cost model for IT infrastructure for services run in legacy data centres, public cloud and Crown Hosting. For each Data Centre type there will be numerous cost elements e.g. for Crown hosting: rent, power, DC management, network build, racks & cabling, server build, operations management, telecoms etc.
• Comparison of costs in the business area model to as-is cost will support the benefits target for the business case.
• “What-if” analysis on key drivers in the cost model and supplier proposals to fulfil the cost elements.
• Highlight key risks, issues and dependencies.
• Develop benefits case for IT sourcing packages.
• Support value for money & benchmark testing of supplier proposals.
• Support modelling of project or build costs for investment in public cloud and Crown hosting data centres.
• Interact with Programme Directors/Managers, HMRC commercial and partner managers, commercial and finance staff. Key partners. include Fujitsu, Cap Gemini, Accenture, AWS, Microsoft, Oracle and IBM.
• Liaise with corporate finance on accounting treatment & tax aspects.

It is essential you have the following:

• CCAB, ACA, CIMA or ACCA qualified, with post qualification experience within a professional environment or considerable professional finance experience.
• Experienced in modelling the cost and benefits to support IT infrastructure investment appraisal.
• Ability to deliver complex, high-profile outputs with contributions from multiple stakeholders within demanding timescales.
• Ability to make practical, applicable recommendations to stakeholders for consideration.

Desirable Requirements

• Recent experience in a major IT transformation project.
• Subject matter expert in financial considerations for management of both co-located data centres and management of cloud service providers. Able to pinpoint potential gaps in the costs associated with IT services.

In addition, it is important that you have:

• Excellent interpersonal skills and the ability to build and maintain strong working relationship with business partners, including senior leaders in HMRC as well as IT partners.
• Strong influencing skills.
• Advanced Excel Skills.
• Ability to work in a culture of change, to think strategically, and work with risk.
