Job Title: Finance Manager – MA–UK Myanmar

Location: Yangon, Myanmar (with frequent field visits)

Duration of Assignment: One year with possible extension

Report to: Country Director (or Head of Operations)

Salary: Negotiable – Based on experience

Who we are?

As part of the Muslim Aid's global operations, the MA–UK Myanmar Country office was established following the inter–communal violence in Rakhine State in 2012. Since then the Country Office has been providing support to communities in Myanmar that are affected by disasters, conflict or endemic poverty without regard to their social, religious, or ethnic background. MA–UK Myanmar is currently working in Rakhine State, Yangon, Mandalay Division, Shan State including most–recent expansion in Kachin and Chin State. The Country Office serves over 300 thousand people through our programs that include healthcare, maternal and child health and nutrition, sustainable livelihood and economy empowerment, water and sanitation, education and disaster risk reduction.

What you'll be doing:

We are looking to recruit an experienced Finance Manager (FM) who will take responsibility for providing financial management, planning, monitoring and reporting of everyday financial activities of all country programmes in Myanmar, and subsequently provide advice and guidance to senior management on future financial plans.

As the FM you will be required to actively contribute towards the strategic growth of MA–UK Myanmar ensuring compliance to all relevant Government, Donor and organisational policies, procedures and guidelines, including providing timely and quality financial reports as required both internally and externally. You will also ensure that an adequate control structure is in place over the utilisation of funds.

Amongst other duties in this role you will:

Promote "one programme approach" by integrating Finance activities with all Programme Pillars and other support teams; fostering collaborative, coordinated and close working relations with all programme and support team members.
Lead and develop finance strategic objectives that responds to programme delivery needs in Myanmar.
Collaborate with the Head of Programmes and Country Director to identify finance needs, financial management issues and develop strategies to address them, optimizing funding opportunities of the country programmes in line with country priorities and the corporate framework.
Closely monitor the donor reporting schedule and the programme business cycle to ensure timely and accurate financial donor reports are prepared & submitted consistent with narrative reports.
Ensure a complete audit trail from primary documentation to the accounting system for accurate and rapid donor reporting and general record keeping. Ensure donors compliance in each transaction.
Ensure that all financial procedures are consistent with corporate and in–country standards and policies which are clearly defined, understood and operate effectively; ensuring transparent financial accountability within the organization.
Lead and aid programme staff in the preparation of programme and project budgets, as well as annual budgets, and manage the preparation of financial projections /forecasts on a regular basis that are necessary for effective monitoring and review.
Take the lead in preparing for auditors, sourcing external auditors and support programme staff in preparing for external and internal audits. Additionally, ensure that all audit recommendations are implemented and maintained.
Maintain a financial risk register for the country programme, proactively review existing risk, identify new/potential risks and put in place measures to mitigate these risks. In addition, bring significant risks, real & potential to the attention of management & ensure timely action.

Why you'll be hired

The ideal candidate will have:

Educated to masters / Post–graduate degree level from recognized university in the field of Finance, Business Management or any other relevant discipline or demonstrable equivalent experience.
Qualified member of an accountancy body or holder of an equivalent qualification.
Substantial proven post qualification experience working in a similar position in an INGO, including Senior Management experience, preferably in similar context
Experience in the analysis and interpretation of fiscal and accounting records and the formulation and administration of general controlling policies.
Thorough understanding of financial systems and how it interacts with other operational systems to maximize its information generating capabilities.
Fluent in written and spoken English and Burmese with excellent interpersonal and communication skills.
Ability to operate and think strategically, along with proven analytical skills and Project Management skills and be able use these to solve problems and make firm decisions.
Ability to work creatively, innovatively and effectively to produce results in a challenging environment within tight deadlines and budgets. This is due to the changing nature of our programmes.
