Description The Chief Financial Officer (CFO) at Pacific Scientific EMC is responsible for the entire range of financial activity for the company. This position leads a finance team comprised of FP&A, operational finance, accounting and pricing, driving strong financial performance with a results oriented bias for action. The CFO reports directly to the President, and is also responsible for business services, with information technology reporting directly to the position and contracts as a dotted line responsibility. ESSENTIAL DUTIES AND RESPONSIBILITIES Strategy, Planning and Management Assess and evaluate the organizations financial performance with regard to long-term goals, budgets and forecasts. Provide insight and recommendations to both short-term and long-term growth plans. Evaluate departments and procedures; make suggestions for automating processes and increasing working efficiency. Create and establish financial objectives that align with companys growth and expansion plans. Monitor and analyze monthly operating results against forecast and budget Provide M&A leadership and due diligence support for acquisitions as required Lead all Financial planning and budgeting processes Work closely with product line management to drive strategic growth Prepare financial analysis for contract negotiation and product investment decisions Oversee daily operation of finance and pricing Lead finance and accounting process improvements Assess the benefits of all prospective contracts and advise the Executive Team on programmatic design and implementation matters. Drive daily management of financial and operational KPIs Accounting, General Ledger, Administration and Operations Review/ensure application of appropriate internal controls, compliance and procedures. Ensure timeliness and accuracy of reporting data including weekly, monthly and annual financial statements, month/year-end closing activities, general ledger and balance sheet accounts, etc. Manage the preparation of financial reporting Ensure compliance with Government Federal Acquisition Regulations (FAR) and Cost Accounting Standards (CAS) Review and Approve annual incurred cost and forward pricing packages to DCAA Accountable for system and accounting controls (SOX) Oversee the management and coordination of all fiscal reporting activities for the organization including organizational revenue/expense and balance sheet reports, reports to funding agencies, development and monitoring of organizational and contract/grant budgets. Develop and maintain systems of internal controls to safeguard financial assets of the organization and oversee federal awards and programs. Provide program financial management controls and services to organization Remain current on audit best practices as well as state, federal and local laws. Financial and Cash Management, Relations and Policies Review and analyze monthly financial results and provide recommendations. Manage cash flow planning; ensure funds availability; oversee investments and asset management, explore new investment opportunities, provide risk and return recommendations. Represent the company externally to Government Agencies, Auditors, and Customers as appropriate Ensure adequate controls are installed and that substantiating documentation is approved and available such that all purchases may pass independent and governmental audits. Provide the operating budget. Work with the leadership team to ensure programmatic success through cost analysis support, and compliance with all contractual and programmatic requirements. This includes 1) interpreting legislative and programmatic rules and regulations to ensure compliance with all federal, state, local and contractual guidelines, 2) ensuring that all government regulations and requirements are disseminated to appropriate personnel, and 3) monitoring compliance. Leadership Drive employee engagement and continuous improvements Provide strong business acumen, developing strategic plans in partnership with President and leadership team Design, establish, and maintain organization structure to meet goals and objectives Recruit, train, manage and evaluate staff Coordinate with CIO on meeting company objectives Provide leadership as required by President on Strategic Planning and Policy Deployment Build/manage team; guide cross-divisional teams outside of direct span of control. Qualifications Basic Qualifications Bachelor Degree in Accounting or Finance Knowledge of Government FAR and CAS Knowledge of cost control, budgeting, and GAAP Strong knowledge of revenue recognition principles (ASC606) Experience in Government contracts Program Management principles Demonstrated knowledge and experience in a manufacturing/operations company Effective written and verbal communication Communicate effectively in both written and verbal form. Up to 30 PERCENT travel required Desired qualifications Certified Public Accountant (CPA) preferred. MBA preferred Outstanding knowledge and understanding of GAAP, IFRS, SOX compliance and SEC reporting. Excel and Hands On accounting system proficiency required, ERP systems proficiency desired. Able to learn legacy systems. Background coordinating with I.T. to manage and/or upgrade accounting system. Systems implementation experience strongly preferred. Excellent analytical, reasoning and problem-solving skills. Demonstrated leadership ability, confidence and executive presence ability to motivate staff. Outstanding communication and presentation skills. Significant experience working with external auditors and compliance-related issues Experience in another discipline (Operations, Supply Chain, Logistics or similar)
