Unijobs on behalf of the Health Service Executive (HSE) have a requirement for an Accountant. The term of the position is 2 years on a temporary based in Cork City with a salary of €66,000. The successful candidate should have a knowledge of Pay Management, be used to dealing with large volumes of data and be very competent in data analytics and modelling.
Overview
The overall aim of the Finance Directorate is to provide strategic and operational financial support and advice to the various streams of the HSE in achieving the organisational goals of providing high quality, integrated health and personal social services while operating within the limits of the resources available.
The governments health reform programme, Future Health, aims to improve the populations health, assist health services staff to improve services to the public, and demonstrate to taxpayers that value for money is being delivered.
The National Finance Division will carry full accountability and responsibility for implementation of the new finance operating model as part of the Finance Reform Programme within which it will:
- Define the financial management framework to be followed within the entirety of the publicly funded health and social care system
- Support decision making by providing trusted and timely information, insightful analysis and professional advice in a standard and consistent way
Address the gaps that exist within the capacity of the finance division to provide necessary support to our services as they strive to meet the needs of their service users. This includes gaps in basic financial infrastructure (including people, processes and system / technology)
Scope and Purpose of the Post
To provide focused resource management support and advice to the A/CFO and his /her team in ensuring compliance with best practice in terms of financial processes, procedures and controls.
To ensure the HSE has in place a robust approach to costing services and cycles of care in order to fully inform commissioning of services and the objective allocation of resources.
To develop a better understanding of the drivers of costs and their movement over the long term to enable better fore-casting of future costs and improved support for services.
Duties and Responsibilities
Provide financial, strategic and operational support and advice to General Manager and Team including in relation to:
- To support the General Manager on costing related matters which include:
- Costing national pay agreements including current Public Service Stability Agreement Costing / validation exercise
- Supporting the development of funded workforce plans, initially within service divisions including:
- Correlating movements in headcount, wte, pay costs, agency and overtime.
- Labour hours costing initiatives including data extraction from existingpayroll systems
- Input to development of e-rostering initiatives
- Development and implementation of costing processes and systems / technology including current patient level costing and community based project(s)
- To ensure there is a better understanding of the drivers of costs and their movement over the long term. This will allow better for-casting of future costs and improved support for services.
- To facilitate service improvement over time by developing time based activity costing and supporting the development of outcome measures.
- To support the General Manager on the development and implementation of costing capacity and costing methodologies within the publicly funded health and social care system. This is a key developmental area and will include areas of clinical and other service outcome measures.
- The assessment and development of resource allocation models to inform how services are funded going forward.
- Providing general input to Value for money review.
- Undertaking longitudinal analysis of cost trends at a detailed level.
- Development and utilisation of forecasting models.
- Providing key costing and resource allocation / funding inputs to the A/CFO Planning and Performance to assist the Service Planning Process, Annual Estimate Process, Budget Setting and on-going Performance Management and Assurance.
- Managing “business as usual” within the Finance Division on a day to day basis.
- Driving continuous improvement in line with the new Finance Operating Model
- Development of Financial performance reporting and analysis / commentary including linkage of activity levels to Financial Reporting.
- Developing service costing, business analytics, benchmarking and resource allocation models
- Any other appropriate duties as may be determined by the General Manager or A/CFO from time to time.
Qualifications/ experience
Candidates must have
- Membership of a recognised accountancy body such as ACCA, CPA, ACMA, CIMA, ACA or equivalent
- Senior post-qualification experience in a large complex organisation with multiple stakeholders, as relevant to the role
- Have experience of costing and resource management support in ensuring compliance with best practice in terms of financial processes, in a large computerised organisation, as relevant to the role
Professional Knowledge
- Demonstrate knowledge/experience of costing systems including ABC systems; knowledge of GAAP and Financial Regulations
- Demonstrate knowledge/experience of utilising resource allocation modelling to rationalise pay costs and maximise resource efficiencies
- Demonstrate a working knowledge of relevant IT systems
- Demonstrate a clear understanding of HSE objectives and priorities
