Description

  • Act as the Council's Deputy Section 151 Officer under the Local Government and Housing Act 1989, ensuring that S151 responsibility are discharged, in respect of the post holder's accountabilities, deputising as the Council's statutory Chief Finance Officer in the absence of the Director, in order to ensure that proper and effective financial administration is maintained.
  • Support the Director of Finance in playing a key role in the development of the council's financial framework and underpinning strategies and operational plans.
  • Determine the council's accounting policies (in adherence with professional standards) and develop strong robust financial management and reporting arrangement, ensuring all policies and principles are consistently applied throughout the Council. Champion excellent management of financial resources, promoting probity, efficiency, high-performance and overall value for money.
  • Provide strategic financial advice on corporate issues including advising the Mayor, Council, Cabinet and Council Committees and ensure that officers and all members are provided with high quality decision making documents, robustly developed that enable the council to make timely and well informed decisions, with the knowledge of the impact of those decisions financially on the council.

  • Profile

  • CCAB Qualified.
  • Have previous experience as a deputy Section 151 Officer or extensive experience covering the range of activities outlined in this role
  • Substantial experience of managing complex financial systems or procedures, including project management.
  • An awareness of financial matters, including the financial markets, funding requirements and opportunities.
  • Demonstrable experience of strategy development, planning and policy formulation within the professional disciplines covered by this role.
  • Ability to build and develop strategic relationships, influencing and negotiating with a wide range of stakeholders and partners internally and externally to the Council to achieve outcomes.
