I. Summary:
Finance Officer / Expert required to do high level financial planning, strategizing and reporting on all donor funded programs in support of a national education reform program. The candidate needs to have the ability to analyze and help inform strategic decisions based on the financial status/ variables.
II. Objectives of the Assignment
The objective of the assignment is to support in the financial management of a portfolio of externally funded projects, this will include internal and external reporting to multiple stakeholders.
III. Scope of Work and Deliverables
The Main Duties and responsibilities:
• Establish a financial management system for a portfolio of projects and programs, including design of tools and templates (e.g. master budget, budget sheets, reports, … etc);
• Develop a high-level financial overview of the portfolio, identify funding gaps and participate in future programming;
• Lead development of payment requests as per program/ project requirements, and ensure project funds flow on a timely basis and all programs/ projects accounts are replenished on time;
• Lead on development of a departmental budget, and participate in development of the institution-wide budget in cooperation with the Budgeting Department;
• Prepare budget forecasts, monitor expenditure and cash flows, and produce periodical reports
• Ensure that all project financial accounts be sufficiently loaded to cover all the project expenses and payments committed under all signed contracts;
• Update, monthly, all financial documents required by each project and by the donors' audit team, and detail the accounting by category of expenditure, by component and sub component;
• Process all regular expenditures and submitted invoices in coordination with the departmental M&E expert, and under the supervision of the head of department;
• Ensure the duplication of all accounting and financial data on hard and soft copies;
• Coordinate with all implementing directorates to collect and consolidate all financial information/reports with the budget, commitments and expenditure per component, and per activity;
• Coordinate with the Procurement Officer to ensure the conformity and validity of all submitted invoices with the payment schedules;
• Follow up with all financial operations related to the projects, maintain overall budget control and monitor cash flows. Ensure the availability of funds in all the project related accounts (per project), according to the financial disbursement plan;
• Prepare on quarterly basis, a list detailing the disbursement priorities covering all expenditures in the Financial expenditures plan;
• Provide details and assist the Audit teams and the Audit firms;
• Put into operation all recommendations reported by the financial auditors;
• Other tasks as required by the head of the department.
