Our local authority client based in Merton are urgently seeking an experienced Senior Accountant for a full time temporary assignment.

MAIN PURPOSE

To assist in the production and maintenance of the council's financial strategy.

To produce forecasts of council funding, income and expenditure.

MAIN DUTIES AND RESPONSIBILITIES

To maintain an awareness of local government funding and financial strategy issues.

To assist in the production and maintenance of the council's financial strategy.

To identify the various sources and produce forecasts of the funding and income available to the council.

To identify and produce forecasts and analysis of the impact of corporate spending pressures.

To model a range of scenarios for funding, income and expenditure, to assist management and democratic decision–making.

To assist in research, analysis and provision of corporate financial information, including that required as part of business planning, budget preparation, and production of the financial accounts.

To undertake such other duties of a comparable nature elsewhere in the organisation as may be required to facilitate management development and service flexibility.

Any other duties as requested by the Financial Strategy Manager.

To maintain an awareness of local government funding and financial strategy issues, and help to ensure that the council's arrangements operate in compliance with legislative and regulatory requirements and good practice.

To manage the collection, collation and analysis of information inputs required for the production and maintenance of the council's financial strategy, liaising with managers across the authority, central government and other external bodies as required, to meet deadlines required for budget and reporting purposes.

Any other duties as requested by the Financial Strategy Manager. To provide advice to staff across the authority on financial strategy.

To maintain expertise in the full range of local government funding and financial strategy issues; to make and implement proposals to ensure that the council's arrangements operate in compliance with legislative and regulatory requirements and good practice.

To maintain awareness of central government, local authority association, and other bodies proposals for changes to local government funding arrangements; to identify, analyse and advise on the implications for the council, and to prepare material for the council to input to consultation about such changes.

To assist in the production and maintenance of the council's financial strategy, liaising as required with central government departments, external agencies and other local authorities.

To manage the collection, collation and analysis of information inputs required for the production and maintenance of the council's financial strategy, liaising with managers across the authority, central government and other external bodies as required, to meet deadlines required for budget and reporting purposes.

To identify the various sources, and produce forecasts the funding and income available to the council, modelling a range of scenarios and their impacts.

To identify ways in which the council can maximise the financial resources available to it, and provide advice to managers across the authority on this.

To undertake such other duties of a comparable nature elsewhere in the organisation as may be required to facilitate management development and service flexibility.

Any other duties as requested by the Financial Strategy Manager.

Qualifications and Experience

AAT qualified with substantial post qualification experience, or part 2 of a professional accountancy qualification with substantial experience, or in final stages of working towards or full professional membership of CIPFA or equivalent (ACA, ACCA, CIMA), or educated to degree level in a relevant subject with substantial experience

Experience of financial planning / strategy / identification and forecasting of available funding and income
