CARM is an operational risk management team under OCBC Consumer Financial Services (CFS) Singapore business unit. The team actively works in partnership with CFS Operational Risk Management & Compliance (ORMC) to manage CFS AML Risk in a highly demanding and fast paced environment, with opportunities and exposure in the area of proactive AML risk management for aspiring AML expertise individuals

Description and Details:
§ Collaborate with Front Office and various stakeholders to gather requirements, solve business problems by proposing relevant, innovative solutions.
§ Working with development teams, compliance teams and other analysts for timely delivery of deliverables applying agile development methodologies.
§ Identify and validate requirement gaps, resolve conflicts and propose viable alternatives.
§ Translating and documenting business requirements.
§ Effective bridge between Business and Technical Teams to ensure applications/systems are designed and built according to business and technical requirements.
§ Preparing UAT test scripts.
§ Managing testing phases and performing UAT with users, supporting the analysis of results and answering user's questions
§ Identify risks and issues early, plan mitigating steps and communicate these to stakeholders in a timely manner.
§ Work closely with business sponsors, project and programme managers to ensure all stakeholders are fully engaged and expectations managed.
§ Delivery focused, committing to specific tasks and ensuring these and the overall projects deadlines are met.
§ To come up with the mock-up/prototypes to solidify understanding while capturing of user requirements.
§ To understand the user requirements with reference to the BAU process and able to link and amend the process based on the new enhancements.
§ Perform quality assurance activities to ensure application is built according to quality standards.
§ Perform impact analysis due to change requests, enhancements or re-work.
§ Present and effectively communicate validated requirements, functional design, mock-ups to stakeholders.
§ Produce timely management reports.
§ Assist with management of issues highlighted via self-identification, internal and external audit reviews.
§ Conduct trainings on identified gaps, system enhancements.
§ Willing to accept on demand risk management projects and activities, including process optimisation, RPA and AI RegTech initiatives.
§ Project management of "Change The Bank" initiatives covering both process and systems changes.

Additional Ad-hoc activities involve assisting Team Manager to in training and guiding AML Analysts, on:
§ Reviewing and analysing customer profile in the relevant AML/CFT/Sanctions scope of work,
§ Provide overall Sanctions, ML/TF risk assessment on customers profile, identifying key risk areas for attention,
§ Recommend and provide risk mitigating plan for senior management consideration,
§ Implement effective risk mitigating actions/plans for CFS as part of the team's risk management activities.



Qualifications
Educational and Work Experiences:
Degree holders with minimum 3 years of financial institution Business Analyst experience, aspiring to develop a career in AML risk management with experience in project management (Systems related).

Individuals with project management experience/certification and
Diploma or ACAMS in Sanctions / AML / CFT will be highly considered.

Technical skills:
Strong technical knowledge and understanding of regulatory requirements relating to sanctions, money laundering and terrorism financing.

Constantly keeping abreast of developments in Sanctions, ML/TF Risk typologies, measures and risk management. Collaborate with the relevant stakeholders to adopt best industry practices

Completed at least 1 full systems project life cycle and successfully deployed a new or enhanced system, preferably AML/CFT/Sanctions related.
