The Regional Financial Crime Associate, APAC has responsibility for the region in assisting the Regional Head of Financial Crime Unit (FCU) in maintaining the
SG Group FCU Policy standards (i.e. AML, Transaction Monitoring (TM), KYC, Sanctions, Anti-Bribery Act, etc); ensuring SG Group remains regulatory compliant in all FCU related matters.
The post holder is expected to investigate TM alerts and other escalations; have a basic knowledge of TM systems and scenarios; help implement policy and procedure; keep senior management informed of financial crime related matters and risks; provide expert advice to the business compliance teams, business and support functions on a day-to-day basis in a timely manner; respond to ad-hoc queries related to AML/TM matters received by the FCU team, and participate in AML/TM related projects as and when required.
Mission
Main Responsibities:
• Perform transaction monitoring related analysis and investigation, ensure timely clearance of AML/KYC related alerts within the required timeline, including but not limited to transaction monitoring alerts.
• Help monitor the performance of the TM systems, ensuring that the scenarios and thresholds are properly configured and optimized.
• Prepare investigation reports for filing of STR to relevant authorities within the required timeline.
• Investigate AML related escalations arising from sources other than TM alerts and filing STRs to the relevant authorities if required.
• Work closely with internal counterparties including but not limited to Business Lines and Regional Teams when conducting investigations.
• Conducting KYC and EDD reviews on high risk customers when account activities give rise to suspected AML/CFT issues.
• Provide AML transaction monitoring advice, training and support to the alert handling team.
• Work with AML/KYC Team Manager and other AML/KYC team members to support senior management (including both local and Group level) in discharging their AML obligations, including but not limited to (i) management reporting, (ii) timely escalation of risks associated with financial crime / reputational matters, and (iii) on-going review of the adequacy and effectiveness of the financial crime control framework.
• Maintain a solid knowledge of financial crime related rules and regulations; ensure up-to-date knowledge on regulatory trends, market practices and standards.
• Undertake ad hoc projects
• The post holder has a certain level of day-to-day autonomy to determine how best to deliver the responsibilities set out above, within a global compliance advisory framework determined by CPLE FCC Paris and applied consistently around the world and across all areas of FCU Compliance.
• By taking into consideration the risk appetite of SG, the post holder is accountable for the quality, appropriateness and timeliness of compliance advice given to the business line, other internal teams and the outcome that arises as a result
• Internally, business line, KYC team, other control and support functions, and Compliance management at Global GBIS and Group levels
• Externally, regulatory and law enforcement authorities as required, relevant external advisors (audit, consulting and legal firms), and trade associations and industry bodies
• Frequency of contact: as necessary
• The post holder must be a strong team player, with frequent interaction and communication across all areas of the Compliance department
Profile
Candidate Profile:
Education
• Graduate level with finance / legal or other professional qualification or investigative background is required
Past Experience:
• Exposure to Financial Crime, AML and/or Compliance professional with at least 2-4 years industry experience
Language:
• Fluent in English. Putonghua is an advantage, but not prerequisite
Technical Skills:
• Working knowledge of global regulatory and financial services legislation as it pertains to AML, Sanctions, ABC rules relevant to the business line
• Good understanding of the business line activities
