Job Description

JOB DESCRIPTION

HALO Maritime Defense Systems, Inc. is entering a period of expected high growth. HALO () specializes in waterside barriers and both manual and automated gate systems in the security as a service in the marine industry. HALO is in the business of protecting irreplaceable assets located along the world's watersides: Naval bases, nuclear power plants, oil rigs and terminals, cargo and cruise ports, marinas, dams, and beaches.

Reporting directly to the Chief Financial Officer, the Controller/Cost Accountant (a new position) will be involved in all aspects of the company's financial responsibilities, with an emphasis on project and cost accounting. The company's products are sold as large construction and installation projects managed through subcontractors to manufacture components, assemble product, and mobilization to complete for installation. Typical projects range from $1 million to $15 million and up to 12 months to complete.

The Controller/Cost Accountant will work closely with the Operations and Project Management functions to ensure that the costs of all construction/installation projects are recorded and tracked accurately and timely, closing projects to revenue and COGS according to GAAP guidelines, and providing relevant reporting to project managers and senior management.

This position requires considerable knowledge of accounting principles and job cost accounting functions as it is responsible for the general ledger, job cost, sales invoicing, and purchasing transactions. This position will also be the primary backstop to the CFO on most financial matters and will be expected to have broad business knowledge, be insightful, inquisitive, and always aware of what's happening in the company.

SPECIFIC RESPONSIBILITIES INCLUDE:

1. Develop and maintain the job cost accounting system.

2. Set–up jobs as required to track construction/installation projects, including entering corresponding contract and budget information.

3. Update contract budgets with change orders.

4. Process, review, and work with project managers to approve vendor/subcontractor invoices, ensuring accuracy of coding and adherence to established policies.

5. Monitor open accounts payable to ensure timely approval and payment.

6. Prepare construction expenditure requests, including compiling detailed supporting documentation for CFO approval, and reconciling to job cost system.

7. Communicate routinely with Project Managers on a variety of job–related topics including costs to date, remaining budget, and project completion.

8. Provide reporting and budgeting data as required by Senior Management.

9. Develop and maintain efficient processes that meet the needs of both the Accounting and Development departments, aiding the flow of information to all parties.

10. Working closely with the procurement and logistics functions, ensure timely collection of W–9's, master service agreements and insurance certification for subcontractors and vendors that do business with the company.

11. Maintain organized and current project, vendor, customer, and accounting files.

12. Ensure senior management is regularly and promptly informed of any issues for which guidance is necessary.

13. Maintain the general ledger, monthly closings, and financial reporting.

13. Develop and maintain cash forecast, annual and interim budgets.

QUALIFICATIONS:

?? A Bachelor degree in Accounting, Finance, Economics, Business, or MBA, plus at least five years financial experience in construction industry and experience with private financing and/or federal agencies is preferred.

?? Minimum of 5–10 years accounting experience in a manufacturing environment, especially including specific experience in construction and/or project accounting.

?? Knowledge and application of basic accounting principles and functions.

?? Excellent written and verbal communication skills, including the ability to effectively present information and respond to questions from all levels of the organization and project management.

?? Ability to work independently and complete duties and projects with little direct supervision.

?? Ability to accurately work under pressure in meeting deadlines, by managing multiple priorities and utilizing strong organizational and time management skills.

?? Experience with job cost accounting in a Quickbooks. Demonstrated experience with genuine ERP systems necessary to accomplish planned upgrade out of Quickbooks.

?? Proficient with Excel, Word and Outlook applications.

?? Demonstrated advanced problem solving and critical thinking skills.

?? Defense contracting and cost accounting (FAR and DCAA) experience a plus.

?? Multi–plant intercompany and international experience a plus.
