ABOUT THE CABINET OFFICE
The Cabinet Office and Number 10, alongside HM Treasury, form the government's corporate centre, coordinating policy and promoting efficiency and reform. Our purpose is to maintain the integrity of the Union, coordinate the security of the realm and sustain a flourishing democracy; to support the design and implementation of HM Government's policies and the Prime Minister's priorities; and to ensure the delivery of the finest public services by attracting and developing the best public servants and improving the efficiency of government. In doing this we must focus only on what is most efficiently and effectively done at the centre.
BACKGROUND TO THIS ROLE
The Commercial Models Team (CMT) is part of the Cabinet Office. It brings together a diverse group of professionals with experience in business, corporate finance and government. The team assists departments and other public sector organisations to deliver better services at lower cost, and to devise and implement innovative commercial models for cross-sector collaboration. Increasingly, we are supporting policy formulation upstream, in partnership with other teams across government.
CMT's work falls broadly into three categories:
- A pipeline of projects with departments and other public sector organisations to reform services or introduce new delivery structures.
- Collaborating with other Cabinet Office and policy teams to bring a business and financial perspective to the development of policy ideas.
- Stewardship of the Cabinet Office's shareholdings in six joint venture companies that the team set up to deliver efficiency savings or drive transformation (Behavioural Insights, Crown Hosting Data Centres, Axelos, Indesser, MyCSP and Shared Services Connected).
THE ROLE
The role is a great opportunity for a creative, delivery-focused person with financial skills and acumen to help drive initiatives that are shaping the landscape of the modern state. Because our work is very collaborative in nature, strong soft skills are an advantage.
Commercial Advisers tend to work on a diverse portfolio of projects at any given time. They work in small, focused teams with senior officials and Crown Commercial Leads (experienced business people that advise government).
Beyond project work, Commercial Advisers make a valuable contribution to the effective operation of the Commercial Models team and the Cabinet Office more broadly. Commercial Advisers that do well tend to actively seek out learning and development opportunities for themselves and others - and to balance these commitments effectively with their project work
MAIN RESPONSIBILITIES
- Inform decisions on how to achieve the government's objectives, by analysing options and providing advice. This typically involves research, financial modelling and preparation of products presenting analysis and conclusions.
- Support the implementation of initiatives to transform efficiency and effectiveness across the public sector. Support can take many forms, for example project management, business case preparation, market research or market engagement.
- Support stewardship of the government's shareholdings in public-private joint venture companies, to ensure these arrangements are delivering value-for-money for the taxpayer. This typically involves monitoring financial and operational performance, and supporting decision-making about exercise of the government's shareholder rights.
- Cultivate effective working relationships with public and private sector stakeholders, to improve cross-government collaboration and the government's interaction with the private sector.
- Prepare briefings for ministers and senior officials (primarily the Minister for Implementation and the Chief Executive of the Civil Service & Cabinet Office Permanent Secretary).
