The role
The Deputy Secretary - Planning and Aid Division is a key Government of Nauru (GoN) position that has significant responsibility for providing strategic advice and assistance to the GoN in relation to the Sustainable Development Goals (SDGs), National Sustainable Development Strategy (NSDS) and the management of Development Fund programs and projects. This assignment provides leadership and operational support that enables overall achievement of both international and local reporting obligations.
This role is expected to commence in July 2018 for a period of 6 months (until 30 December 2018 with likely extension for an additional 6 months).
The role is based in Yaren, Nauru.
Key objectives:
- Lead the Planning and Aid Division of the Nauru Department of Finance and Sustainable Development;
- Monitoring and performance of NSDS implementation;
- Review and implementation of the National Economic Infrastructure Social Plan (NEISP) initiatives;
- Public Financial Management systems are strenghtened;
- Improved Aid management - managing effective Aid Management activities and optimising opportunities presented to GoN by donor partners and agencies;
- Build capacity of local counterparts;
- Coordinate and build relationships with donors, implementing departments and State Owned Enterprises;
- Provide advice and guidance on cross-cutting issues in line with relevant Australian Aid policies and other appropriate standards.
Selection criteria:
- Masters degree or equivalent qualification in Aid and Development, Finance, Economics, Business, Planning or related discipline;
- Over 10 years of professional experience in the aid and development sector;
- Experience in Public Sector finance reform initiatives, processes, implementation and evaluation including an understanding of public policy and appropriate public sector interventions;
- Experience and exposure with international donor organisations and their reporting systems;
- Strong project and financial management experience, preferable in developing country context;
- Demonstrated effective interpersonal skills and the ability to work and communicate effectively and respectfully across cultures;
- Proven ability to foster empowerment and sustainability;
- Experience in building capacity including, training and mentoring, the building of frameworks, work cultures, policies, process and systems within an organisation to improve performance;
- Demonstrated commitment to integrity, transparency and accountability and high standards of personal conduct;
- Strong organisational change management, relationship management and leadership skills;
- Experience living and working in a developing country particularly in the Pacific or small island states (desirable); and
- Demonstrated personal attributes required for the role, including emotional intelligence, sensitivity, flexibility, resourcefulness, resilience, and an openness to learning.
