Background and Justification
The Fisheries Committee of the West Central Gulf of Guinea (FCWC) is an intergovernmental organization for regional fisheries cooperation established by the Convention signed on 07 November 2007 in Cotonou, Benin by the six (6) States Parties: Benin, Côte d'Ivoire, Ghana, Nigeria, Togo and Liberia.
The Committee is based in Tema, Ghana, a host country with which it has signed a Headquarters Agreement. The main objective of the organization is the promotion of cooperation between the Contracting Parties with a view to ensuring, through appropriate management, the preservation and optimal use of the living marine resources of the area covered by the Convention on Establishment and to promote the sustainable development of fisheries on the basis of these resources.
The Committee received a financial support from the European Union for the implementation of the action entitled: "Improving Regional Fisheries Governance in West Africa - PESCAO". The overall purpose of the PESCAO initiative, which is planned for a period of three years, is to improve the contribution of fisheries resources to food security and poverty reduction in West Africa.
Three specific objectives contribute to this overall goal:
- The development of a fisheries and aquaculture policy
- State capacity building in Monitoring, Control and Surveillance (MCS) at regional and national levels
- Improvement of inter-State cooperation to better combat IUU fishing, and the resilience of States to promote good fisheries governance in the area covered by the initiative

Organisational Relationships
- Overall reporting is to the FCWC Secretary General. Work plans will be agreed between the FCWC Secretary General, projects and activities leads. For work elements directly related to the maintaining of the data center and the VMS center, reporting and liaison should be to any FCWC partner involved including FAO, PESCAO, with oversight by the FCWC Secretary General
- The FCWC Consultant acting as an IT expert entails close communication with all involved in the FCWC and its partners: core projects and partners staff; representatives from primary stakeholder groups, external consultants and field staff when appropriate, plus member countries and their national representatives. This Term of Reference will be reviewed at the end of the current Agreement
Job Description
Under the overall authority of the FCWC Secretary General also the General Project Manager, IT Expert will be working in implementation of FCWC/PESCAO project for the regional VMS platform development and also contribute to the wider IT work of the FCWC office.
General scope of the job:
- Oversees IT needs, including system installations, maintenance, support and technical advice
- Responsible to oversee and manage the LAN (Local Area Networks) and internet connectivity
- Ensure proper back up, anti-virus and disaster recovery procedures are identified and followed and that end users have access to shared files, printers and email
- Keep management informed of potential or existing issues and/or propose system modifications (hardware and software purchases)
- Troubleshooting network problems
- Installation and updating of new software on office machines
- Installing and configuring computer systems
- Diagnosing and solving hardware/software faults
- Managing network systems
- Ensuring the database server is up and running
- Manning the IT help desk and providing instant solutions to IT issues
- Responsible and support the setting up of the data center and VMS center
- Provide broader assistance and support in all IT related matters
- Provide regular reports on data at the VMS center to both the FCWC Secretariat and member countries
- Conduct training and train trainers in each of the FCWC member countries
Qualification and Requirements
- Studies and competence on Information Technologies, troubleshooting, networking engineering. Minimum 12 months of experience of working in an IT environment
- Knowledge of fishing vessels monitoring systems
- Management of Databases and data centers
- Fluent in written and spoken English, French will be an asset
- Strong relationship and management skills, team player
- Self-motivated with strong time management and organisational skills, including the ability to meet deadlines and adapt to changing priorities
- Knowledge of e-reporting
