To support Audit Management in positioning the Internal Audit function as a proactive, customer-focused service team which is regarded as a credible and highly valued function at the centre of the Council's governance framework.

The key responsibilities of this Principal Auditor - IT based in Turuo for this great local authority are:

  • To work independently to provide independent objective opinions on all information technology (IT) systems and systems controls across the Council, group companies, schools, partnerships and external organisations consistent with professional and quality standards such as ISACA and other requirements (eg: ISO, BSI, COBIT, ITIL).
  • To work with the IT Audit and Data Analytics Manager in developing and delivering a risk based IT Audit Plan that is informed by a robust annual IT risk assessment.
  • To supervise and mentor junior members of staff and review work of other Principal Auditors as required
  • To provide independent assurance of portfolio, programmes and project activity within the Programme and Portfolio for Revenue, Capital and Major Investment Programme funded projects.
  • To independently undertake robust end-to-end IT audits of applications, underlying infrastructure, and technologies supporting business processes.
  • To undertake ad hoc complex IT audits and report outcomes to the Audit Committee, Chief Executive, Strategic and Service Directors on the appropriateness of the organisation's IT control framework and ensuring appropriate controls are in place to aid the business in meeting its objectives.
  • To work closely with other audit colleagues and where required undertake integrated audits providing technology audit coverage of business applications and associated technology controls.
  • To lead assignments and client liaison for engagement with Council Services, group companies, external clients and schools to deliver quality and value for money services.
  • To prepare and deliver effective presentations to clients as a means of communicating and gaining their agreement and understanding of audit plans and audit results.
  • To deputise for the Head of Audit / IT Audit and Data Analytics Manager at internal and external meetings as required.
  • Profile

    Fully qualified (ACA, CMIIA or CCAB, QICA, CISA, CISM or CISSP)

    Extensive experience of end-to-end IT audits of applications, underlying infrastructure, and technologies supporting business processes at a Senior Auditor level in a large organisation with a good understanding of technology platforms.

    Ability to identify and assess complex IT risks and controls, to relate them to the wider business environment and to express opinions clearly to all levels of the organisation.

    Familiarity with the principles of IT Governance and auditing, and its application as well as experience of planning and prioritising multiple projects to meet deadlines and quality standards

    Experience of assessing and enhancing the maturity of change risk management through deep dives, and thematic analysis as well as providing challenge to the change risk framework.

    Data mining experience with a specialised tool (e.g. ACL, IDEA, TeamMate Analytics, SAS)

    Proven experience of delivering high impact assurance and consultancy reviews across a number of strategic areas that have resulted in the organisation improving its performance, risk management, governance and internal controls.

    Excellent communication skills and the ability to convey information succinctly and concisely.
