Overseas Accountant Job Title:  Overseas Accountant Reports to:  Overseas Financial Controller Direct reports:  Roving Accountant Job Location:  While this position is based in Dublin, it will involve travel to overseas fields (potentially 20-30%) as and when required. Contract Details:  Permanent Pay Band: Grade 7 (€56,259 - €66,187) Job Purpose:  Overseas Accountant will contribute to the overall effective and efficient functioning of the overseas finance function. Main duties & Responsibilities:  Overseas Finance Technical Support - To provide technical finance support to Country Financial Controllers (CFC) on an ongoing basis. - To review and prepare feedback on all financial reporting packs sent to Dublin on a periodic basis. - To review and prepare feedback on all budgets sent to Dublin for approval. - To analyse and prepare quarterly FRP & Budget revision variance comments report which information will be included in FD's report for council. - To review quarterly In-country Income and  recharges journal - To manage the yearend financial submissions on Partnership, Material Aid, Cessation Benefit, Regulatory Questioner etc. from overseas offices including review  and feedback on draft audit report and management letter - To review and collate financial information from all fields as needed - To assist in finalisation of the year end accounts and annual audit - To work with the Finance System team in providing finance systems support to overseas offices. - To work with the Grant Compliance team in providing donor compliance support to overseas offices. - In absence of Finance System  Accountant (FSA) and Financial Compliance Manager (FCM) provide technical support on MGP and support on donor report or donor audit  as and where required Training and Development - Assist in the short- listing, assessment and interviewing of candidates for international finance roles. - Carry out weeklong finance Induction for newly recruited Country Financial Controllers - To develop finance induction manual for CFC finance induction - To develop and rollout training materials and training sessions on finance related issues across the organization. - Carry out finance training sessions for non-finance staff. - To work with Regional Accountants in developing training modules for field finance staff - To manage, coordinate and participate in Country Financial Controllers workshops. - To organise fortnightly RA teleconference meeting Policy/Procedure Development and Support - Assist in develop and updating overseas finance policies as needed. - Support overseas country programs with the development and review of country specific finance manuals. - To continuously improve and develop the overseas reporting systems. - Assist in revise and update overseas finance manuals (Policy & Procedures Manual, Finance Reference Manual, Emergency Finance manual) as and when required - Assist OFC to develop new policy and procedures required in line with the change of accounting standard or due to changes of organisational systems & procedures. Other - To carry out finance support visits on need basis (1/2 trips a year ) - Manage the Roving Accountant to make sure that staffing gaps in overseas offices are identified and adequately filled. - Assist Overseas Financial Controller to manage  the  closure of accounts of exit countries - Prepare specific management accounts and/or donors reports for country offices when major staffing gaps arise. - Advise overseas field on taxation issue as and when required. - Carry out other tasks as appropriate under the direction of the Overseas Financial Controller. Person specification:  Essential: • Professionally Qualified Accountant ACCA, CIMA, ACA, CPA • Three year's post qualification experience working as a finance controller, preferably with an INGO • Strong training and staff development experience • Knowledge of Excel and accountancy packages (preferably MGP) • Fluent spoken and written English • Excellent organisational and planning skills • Analytical and problem solving skills • Ability to work under pressure often to strict deadlines • Flexible, adaptable, and a sense of humour • Cross cultural awareness and sensitive • Empathy with organisational goals Desirable: • Knowledge of French • Experience in working overseas in the international development sector • Knowledge on Taxation  (individual, organisational etc.) Candidates must be legally entitled to work in Ireland at the time of application..
