I have a fantastic opportunity with NHS England for a Finance Manager based in Liverpool. This role is a temporary assignment for initially 4 months with view to being extended thereafter.

The post holder will work across the North to support the financial delivery for acute and mental health contracts. The post will work with Finance staff, Acute and Mental Health contracting teams and Business intelligence within both the Specialised Commissioning regions and hubs as well as with providers, CCGs and Local Authorities.

This role will be responsible for:
The financial monitoring of Hepatitis C expenditure across the 3 Hubs, acting as the lead for finance, and implementing robust processes to ensure an efficient operating model is adopted across all Hubs
The implementation of the national zero price model for devices. This project again requires a single lead to establish robust processes, and ensure that the three teams across the Region for specialised commissioning use one standard operating model across all of them.
The financial monitoring for Hub based budgets which identifies the baseline for all adult mental health expenditure, and monitors the financial impact of patient flows.

Key Accountabilities
To work with providers and Hub colleagues to review the process for Hep C and Device ZPM to support the efficient process and understand and report savings through financial performance management.
To support the set up the hub based budget baseline, and use monthly data flows to assess the financial impact of patient flows.

Key Functional Responsibilities

Ensure that all expenditure can be substantiated according to the allocation
Ensure devices expenditure and stock levels are appropriately reported, working with the national team.
Working to ensure that patient flow is appropriately reflected across mental health budgets taking into account the original baselines and policy changes.

Financial and Physical Resources
Budget setting including setting budgets and managing related activity.
Assist in the ongoing monitoring of expenditure against budget and ensuring the appropriate documentation is available for scrutiny.
Act in a way that is compliant with Standing Orders and Standing Financial Instructions.
Constantly strive for value for money and greater efficiency in the use of these budgets and to ensure that they operate in recurrent financial balance year on year.

Information Management
Provide and receive complex, sensitive and contentious information, including analysis and data presentation.
Developing and presenting reports summarising status on issues, appraising outcomes, and providing progress reports for senior staff or groups of staff as directed from time to time.

Responsible for the management of and reporting of information to relevant internal and external stakeholders.
Operate within and provide enhancements to current management information and reporting to enhance decision making processes.


– Must have an understanding of the background to and aims of current healthcare policy and appreciate the implications of this on engagement

– High standard of ability to communicate financial information to non–finance colleagues both orally and written

– Previously responsible for a budget, involved in budget setting and working knowledge of financial processes.

– Strong negotiation and influencing skills and the ability to stay calm in difficult situations e.g. confrontational meetings

– Knowledge of specialised areas, acquired through post graduate diploma or equivalent experience or training plus further specialise knowledge or experience to master's level equivalent

– Qualified accountant desirable

– Experience and knowledge of specialised commissioning desirable
