Starting Salary Commensurate with Qualifications and ExperienceThe State Corporation Commission ????s (SCC) Division of Utility Accounting and Finance (UAF) seeks a Lead Utility Accountant to manage and conduct complex reviews and analyses of rate applications filed with the SCC pursuant to Title 56 of the Code of Virginia. Audits will include electric, gas, water, and sewer utilities ???? books and records to ensure compliance with GAAP, regulatory accounting principles, and Commission decisions. The selected candidate for this position will be responsible for: leading and participating in rate case proceedings, rate adjustment clause proceedings, fuel audits, and affiliate audits; preparing and presenting expert written and oral testimony; reviewing written testimony; and assisting in preparation for hearings. Periodic out–of–town travel is required. Work Details The SCC is the state agency responsible for the regulation of the rates of public utility companies in Virginia, which is generally done through formal legal proceedings. As such, the Division of UAF ????s work involves auditing the books and records of a utility company, analyzing various other aspects of a utility company, understanding complex accounting transactions, and gaining expert–level knowledge of the utility industry. This will involve coordination with other team members or SCC divisions, and frequent communication with utility company representatives or other external contacts. Results and recommendations are developed into reports or testimony in the context of a legal case. Because of the unique nature of this work, time is generally split between auditing and analyzing, writing the findings and recommendations, and preparing for and participating in legal proceedings. The legal proceedings may involve serving as an expert witness to discuss and support audit findings and recommendations related to income tax matters. Teamwork and the ability to communicate are critical to this position, and the Division of UAF seeks individuals who thrive in team–oriented environments. Qualifications Preferred qualifications for this position include comprehensive professional experience in utility accounting or auditing and a bachelor ????s degree in Accounting, Finance, or Economics. Ideal candidates will have thorough knowledge of the laws, rules, and regulations of the State Corporation Commission and federal commissions engaged in public utility regulation. Thorough knowledge of GAAP is essential. Candidates must show initiative and have strong written and verbal communication skills, as well as strong analytical and auditing skills. Prior management experience is preferred, but not required. Ideal candidates will have the ability to: lead, manage, develop, and train staff; establish and maintain effective working relationships with company and staff personnel; and thoroughly and accurately express audit findings in written format. A CPA or CMA certification is strongly preferred.
