An excellent opportunity has arisen to lead the technical finance team operating at the highest level of professional proficiency, and leading and managing the shape of the service for the future including creating policies and approaches which have a positive impact on service delivery.

Main Duties will include

– Overseeing a finance division of 19 staff
– Lead the Closure of the Councils accounts and the setting of the Councils revenue budget.
– For the final accounts the post holder will lead and co–ordinate the corporate process including issuing guidance, and setting and monitoring deadlines, liaising with the Councils external auditors as appropriate
– Ensure that the relevant professional guidance is complied with in liaison with the Director of Finance.
– Provide guidance for other staff members on the interpretation of such guidance to ensure that the Council continues to produce financial documents and policies to a high standard.
– Oversee and support the completion of all relevant statutory revenue returns (RA/ RO), grant claims and other relevant returns with specific responsibility for the Whole of Government return on behalf of both Councils, in accordance with the specified deadlines
– Identifying and defining innovative solutions and resolving challenging technical and management problems without guidance, through the application of expert, technical and complex advice.
– Responsible for producing the Statement of Accounts for the Council with support from the Principal Accountant
– To deal with Members enquiries promptly, courteously, fully and efficiently.
– To regularly attend the Joint Strategic Committee and the Joint Governance Committee to present relevant reports relating to the Accountancy function.
– Manage the Accountancy Section, including the appointment, discipline, welfare, training and development of staff.
– Report and act promptly on workload pressures and delays particularly regarding matters of managerial or political importance or sensitivity.
– Undertake all duties in accordance with Council policies, in particular those relating to Customer Care and Equal Opportunities.

This role will require a CIMA/CIPFA Qualified local authority finance professional with previous demonstrable experience of running a finance division within a local authority setting and a strong understanding of Capital Accounting and Treasury is essential.
