In today's economic climate, the following post will be critical to our success… PROCUREMENT OFFICER SO - PERMANENT The Job Holder will assist the Unit Manager in providing a comprehensive Procurement Service within Tourism Northern Ireland (TNI).  Key areas of responsibility will include the development, implementation and monitoring of TNI procurement policy and procedures; and the monitoring of all Tourism NI procurement activities. MAIN DUTIES The Job Holder will be responsible for the following areas and activities: Implement and manage procurement strategy, processes, policy and procedures and the development and monitoring of Tourism NI's Procurement plan. Provide advice and guidance on procurement matters in accordance with Tourism NI's procurement policy. Oversee all procurements below £30k in line with Central Procurement Directorate (CPD) guidance. Act as the lead contact between Tourism NI and the Department for the Economy's (DfE) Procurement Unit and CPD ensuring effective prioritisation of the organisations' projects. Represent Tourism NI on DfE Procurement liaison groups and assist Tourism NI in procurement based legal challenges. Review, provide advice and guidance on the preparation of Business Cases in accordance with Northern Ireland Guidance on Economic Appraisal and Evaluation (NIGEAE). Provide regular training to Tourism NI staff in relation to procurement and preparation of Business Cases in accordance with Department of Finance guidance. Reporting Maintain and monitor Tourism NI's contract database. Oversee monitoring of Tourism NI contracts. Provide timely, accurate and relevant management information to Tourism NI's Senior Management Team, the Board and the Department for the Economy and the NI Assembly. Staff Management Support the Unit Manager in recruiting, managing, motivating and developing the team to ensure that key activities are undertaken professionally in an efficient and effective manner. Support the Unit Manager to ensure that Unit activities are managed in line with TNI policies and procedures and values. Provide Line Management responsibilities for the Finance Team including motivation, coaching and learning and development. Additional Duties Contribute to the development of the Annual Unit Operating Plan, the achievement of targets and promote corporate values and behaviours within the Team and across the organisation. Provide cover for Management within your Division to include decision making and attending meetings in their absence. Attend training as and when required and keep abreast of current developments in your area of work. Assist the Finance Manager with all expenditure related queries. Maintain, store and dispose of Unit records in accordance with TNI Policy including the use of the EDRM (Electronic Document Record Management) system. Ensure that Unit activities are managed in line with Tourism NI Policies and Procedures. Provide briefing material and draft responses and reports as and when required by TNI Senior Management Team/Staff, the Department, the Assembly and members of the Tourism Industry/Public within the specified timelines, in an appropriate and professional format. Any other relevant duties required by Tourism NI management. PERSON SPECIFICATION ESSENTIAL CRITERIA - EDUCATION/QUALIFICATIONS & EXPERIENCE i. 3rd level qualification. AND ii. A minimum of 2 years' relevant procurement experience including responsibility for planning and delivering value for money solutions in the procurement of goods and/or services. AND Iii A minimum of 2 years' experience managing resources, including staff and budgets within the public and/or private sector. ESSENTIAL CRITERIA - PERSONAL EFFECTIVENESS The Job Holder will also possess a high standard of: i. Excellent communication skills - oral and written. ii. Sound negotiation and interpersonal skills. iii. Excellent IT/Computer literacy skills including a high level working knowledge of Excel. iv. Sound organisational and planning skills including the ability to work to strict deadlines and attention to detail. v. The ability to work within a Team environment, on own Initiative and take the lead where necessary including problem solving. PREFERRED CRITERIA i. Two years' relevant experience of the Public Sector Procurement processes and guidance.
